Position Title: Data Manager for National Public Health Laboratory (Jakarta, Indonesia)
Position Overview:
The transformation of Indonesia's health system includes strengthening the role of Public Health Laboratories within a newly structured 5-tiered network. The National PHL must implement 14 functions, including "laboratory-based disease surveillance and health risk factor monitoring, as well as responses to outbreaks, epidemics, and disasters." In this context, the National PHL will provide confirmatory testing for routine surveillance, manage its data analysis, and be responsible for offering first-line services in outbreak response for both emerging and non-emerging diseases.
The increasing emergence of infectious diseases and the threat of potential outbreaks underscore the need for a robust surveillance system. Laboratory-based surveillance plays a crucial role in early detection, monitoring, and control of infectious diseases. In Indonesia, the Public Health Laboratory (PHL) network is a key component of disease surveillance and response, supporting national efforts in preventing and mitigating outbreaks. Strengthening the epidemiological capacity of PHL personnel is essential to ensuring a rapid and effective public health response.
The integration of laboratory data with epidemiological analysis enhances the ability to detect patterns, identify risk factors, and implement timely interventions. This approach supports public health decision-making, policy formulation, and targeted disease control strategies. With advancements in data analytics, disease mapping, and digital health technologies, the role of laboratory-based surveillance officers has become increasingly vital in protecting population health.
To support the Indonesian Ministry of Health’s commitment to strengthening the role of PHLs within Indonesia, Health Security Partners is seeking a Data Manager. HSP is a nonprofit, international development organization that is dedicated to building local capacity to improve health security around the world.
Objective of the Assignment:
The primary objective of this assignment is to support the Ministry of Health (MOH) and National Public Health Laboratory (Balai Besar Laboratorium Biologi Kesehatan – BBLBK) by enhancing laboratory-based surveillance in PHLs. This role involves data collection, analysis, interpretation, and dissemination to inform public health responses and disease control measures.
This position involves:

Collecting, cleaning, and integrating laboratory surveillance data from various sources within the national network.

Analyzing testing trends and risk factors to identify high-risk groups and help detect, respond to, and prepare for outbreaks.

Creating regular reports using epidemiological data to identify emerging health threats, assess trends, and detect potential outbreaks.
-
Using GIS tools and models to create maps showing the spread of diseases, helping with surveillance and outbreak response planning.
-
Developing and distribute health bulletins, alerts, and visual materials (like flyers and infographics) to inform healthcare professionals and the public.
-
Providing recommendations based on data analysis for disease prevention and control, supporting policy development.

Support the development of surveillance Standard Operating Procedures (SOP) and related training for laboratory and healthcare staff.

Evaluating the effectiveness of surveillance programs and improving systems for better data management and response. Facilitating coordination between the MOH, development partners, consultants, and other relevant stakeholders.

Coordinating all activities closely with MOH, CDC Indonesia, HSP in-country personnel, specifically the LCBP Program Coordinator, and with the Program Manager at HSP Headquarters.

Collect disease case data from health facilities, community reports, and other sources.

Gather data on risk factors, including behavioral, environmental, and demographic information.

Analyze disease trends, distribution patterns, and risk factors.

Identify vulnerable population groups at higher risk of infections.

Data Interpretation:

Interpret surveillance data to assess epidemiological trends and emerging disease threats.

Determine whether unusual case increases indicate an outbreak (Extraordinary Event/KLB).

Disease Mapping and Visualization:

Create geographic disease distribution maps to visualize outbreak patterns.

Utilize GIS tools and epidemiological models to enhance disease surveillance and response planning.

Public Communication and Information Dissemination:

Develop and distribute surveillance bulletins, reports, and public health alerts.

Create flyers, infographics, and other communication materials for healthcare professionals and the public.

Support for SOP and Policy Development:

Provide evidence-based data to support disease prevention and control strategies.

Assist in SOP and policy development by offering insights based on epidemiological data findings.

Support Training and Capacity Building:

Support training sessions for laboratory personnel and healthcare workers on disease surveillance techniques.

Support the development, review, and refinement of guidelines, SOPs, and policy documents (e.g. National Standard Laboratory Testing Protocols) related to Public Health Laboratory functions and surveillance systems, ensuring alignment with national standards and field realities.

Contribute technical input and data-driven insights to inform the content and structure of these documents, in collaboration with MOH, stakeholders, and development partners.

Support the assessment of the effectiveness of surveillance programs and response interventions.

Support the implementation of enhanced surveillance systems and improvements in data management.

Qualifications and Requirements:

Bachelor’s degree (or higher) in Public Health, Epidemiology, Biostatistics, or a related field.

Minimum of two years of experience in epidemiological surveillance, data analysis, or laboratory-based surveillance.

Proficiency in statistical software (e.g., R, SPSS, Stata) and GIS tools (e.g., ArcGIS, QGIS) for disease mapping.

Strong analytical and problem-solving skills in public health data interpretation.

Proficiency in Microsoft Office (Excel, PowerPoint, Word) and other data management applications.

Excellent communication skills, with experience in producing reports, presentations, and public health materials.

Ability to work collaboratively with healthcare professionals, government agencies, and stakeholders.

Strong understanding of infectious disease epidemiology and surveillance methodologies.

All applicants must be Indonesian nationals currently residing in Jakarta or willing to relocate for the duration of the assignment.
Reporting and Supervision:
The officer will report to Health Security Partners and the National Public Health Biology Laboratory (BBLBK) and coordinate closely with the Directorate of Primary Health Care Governance and relevant stakeholders in PHL network. The duty station will be at the National Public Health Laboratory (BBLBK) office, with offline work arrangements in compliance with BBLBK’s applicable regulations.
This assignment contributes to strengthening Indonesia’s epidemiological surveillance system and supports the timely detection and response to emerging public health threats through laboratory-based surveillance approaches.

Position Title: Contracts Expert, Data Sharing Agreements
Position Overview:
Health Security Partners (HSP) is supporting the U.S. Centers for Disease Control and Prevention’s (CDC) One Health office in their effort to enhance the world’s global capacity to respond to zoonotic diseases. A primary objective of this initiative has been to develop a One Health Rapid Response Team (OHRRT) global framework to facilitate coordinated, multi-sectoral responses to zoonotic disease outbreaks, integrating human, animal and environmental health sectors. The establishment of such teams is crucial for improving outbreak detection response times and overall public health security. By fostering collaboration among various health sectors, this initiative has aimed to strengthen preparedness and response capabilities, ensuring a more effective and unified approach to managing potential outbreaks. An important component of the OHRRT global framework is data sharing. Data sharing among One Health sectors improves early detection and surveillance, allowing for faster response times, coordinated action, resource optimization, evidence-based decision making, and trust and relationship building. HSP seeks a contracts expert who will develop a data sharing agreement template for incorporation into the OHRRT global framework resource toolkit. The data sharing agreement template should address compliance, privacy, security, and accountability when sharing data across One Health sectors, and should be adaptable across multiple countries and contexts.

Objective of the Assignment:
The primary objective of this assignment is to develop a standardized template for data sharing in the form of a Memorandum of Understanding (MOU)/Memorandum of Agreement (MoA) that will facilitate data and information sharing across various sectors during One Health event emergency responses. The consultant will be responsible for researching, drafting, and finalizing a legal document that enables seamless and secure collaboration among diverse One Health sectors (e.g., human health, animal health, environmental health, and other relevant sectors). The position involves:

Research and Assessment:

Conduct an in-depth review of current data-sharing protocols and agreements within One Health sectors.

Identify relevant legal, ethical, and data privacy considerations impacting data and information sharing across sectors.

Analyze existing MOUs/MoAs from governmental, non-governmental, and international organizations to ensure best practices are incorporated into the draft.

Development of Template:
-
Draft a flexible, standardized MOU/MoA template for data sharing that is applicable across different sectors (human health, animal health, environmental health, etc.).

Ensure that the template addresses data ownership, security, confidentiality, data use limitations, data retention, and other key considerations.

Collaborate with HSP and the U.S. CDC’s One Health office to outline specific roles and responsibilities for stakeholders involved in data sharing during a rapid response scenario.

Compliance and Risk Mitigation:

Ensure the draft template considers compliance with national and international laws, data protection regulations, and ethical standards regarding data sharing, such as entities like the GDPR or HIPAA where applicable.

Identify and mitigate potential risks related to data breaches, unauthorized access, or misuse of shared information.

Ensure compliance and mitigation in collaboration with U.S. CDC’s clearance team before completing the deliverable.

Finalization and Recommendations:

Revise and finalize the MOU/MoA template based on feedback received from stakeholders.

Provide recommendations for effective implementation and use of the template by One Health Rapid Response Teams in real-world scenarios.

Required Qualifications:

Education: A master’s degree in International Relations, Law, Business Administration, Public Health, or other related area with experience in data privacy law, international law, or health law.

Experience:
-
Proven experience drafting MOUs/MoAs, contracts, or other legal agreements in the context of cross-sector collaboration.
-
Experience working with legal frameworks that facilitate transfer of data, especially health related data. Familiarity with national/regional laws that govern the sharing of sensitive health data.

Familiarity with the One Health framework or interdisciplinary collaboration in health, animal, and environmental sectors is preferred.

Experience in legal aspects of data sharing in emergency response contexts, would be highly beneficial.

Skills & Competencies:

Excellent legal research and writing skills.

Strong attention to detail and ability to synthesize complex legal information into clear and actionable documents.

The length of this contract is dependent on a jointly developed deliverable timeline but will not exceed five months; it will begin the date of hire and end September 30, 2025.
